This is good technique for convenient browsing of system files and folders
Yes we can access all local drives and any folders directly from your desktop it is not of creating shorcuts of local drives and folders it is other means of direct access

To do this first,

1 .right click on the taskbar
2.select toolbar
3.then new toolbar
4.select desried local drive or my computer or even any folder which you want to access often
5.then it will display in taskbar

If you want that to display as toolbar click and drag to top of the desktop otherwise leave it as it is

This is new way of creating shortcuts in taskbar for direct access
